Evan was Born and raised on Betazed.  Each of his distinctive relatives attempted to inform him of his cultural background, but most was lost on the youth as he dwelled in all that is engineering.  Evan often used his Maternal Great-grandmothers Vulcan background to mask his Romulan heritage.  Evan had trouble as a child as he was obviously different both visually and mentally and often picked on.  Telepaths, and Empaths surrounded him.  He eventually learned how to put up mental walls to protect him. 

During middle school he decided the best way to overcome this difference was to prove he was better for his mixed heritage.  Evan excelled academically, and became quite adept at football (soccer).

 Evan is the first person on his father’s side to attend Starfleet Academy.  His family feared that Evan would get in trouble because of his Romulan heritage.  Evan was upfront with the admissions board of his full heritage.

 At the Academy Evan would have been in the top of his class except, that if it wasn’t an Engineering class he quickly lost interest.  He would do the work that was needed but only enough to pass with a B or C. 

 Evan’s had numerous romantic relationships at the academy but none that extended any length of time.  He only had a couple of close friends and everyone else was kept at a distance.

 Evan received the top Engineering Score of the class but only place in the top 35% of his class.  After graduating Evan was given a full acceptance into the Daystrom Institute of Technology, where he underwent further engineering studies.  After Graduation he was assigned to Utopia Planetia where he work on designing several ships, and propulsion systems.
